Hey, that was maybe the first time that I actually saw a question before anyone else and so actually had a chance to be the first to answer.
And that may not be a cigar; it looks like a spliff, mon!

This is probably wrong, but everytime I see a globe sculpture, I think of Brigham Young University. When I was in school in Utah, we'd make forays down to BYU in Provo and at the main entrance, there was a sign that said, "The World Is Our Campus". We Utes would turn that around and say, "The Campus Is Our World" because we considered BYU to be very insular and provincial. So maybe this globe is on the BYU-Hawai'i campus at La'ie?

I love that area! A bit soggy at the moment though. It was designed and built by the U.S. Army Corps of Engineers to provide flood protection for Kaneohe.

I remember the watching the news in the late 60's and seeing Keapuka Subdivision being flooded out (two or three times) during heavy rains.

Originally constructed in 1927, this "area" has changed names and ownership several times. Initially established as Kawaihapai Military Reservation, was redesigned as (blank- too easy) and was fully utilized after the outbreak of WWII. Today, this "area" is leased to the State of Hawaii and used by civilians.
