Since the police are doing a "crack down" on the "illegal" large flags in the back of trucks, it does serve the purpose of protecting the police/county/state from a lawsuit in case of an accident being caused by such a flag. If they'd not made a public showing of the crack down, they could perhaps be held partially responsible for not having enforced the law (that is, not going after the "unsafe" condition). Now, they have shown "proof" that they were not just allowing the situation to continue with [in essence] their permission (by non-enforcement).

Anyway, they police have protected the taxpayers from a potential lawsuit, is one way of looking at it.
