Not sure about the mechanics, but if it were transferred to the control of a Native Hawaiian charitable corporation/institution of some sort then at least it would be actually under Hawaiian control....

county level progressive income tax. RPT, GET, Sales taxes, etc. are all HIGHLY regressive.
